If a character is stated and shown to sustain a realm—such as a Low 2-C realm—can their attack potency and range be scaled to that level as well?.

Yes but you would need extra context that they can actually output or draw upon that same "source" to utilize in their attacks.
Basically prove a UES.
If not, well sucks to suck for them ig.
 
There's like so little context for that to give any correct conclusion. Even if it is a UES.

A character can sustain something and both scale to it, not scale to it, scale lower than it or even scale higher than it depending on the context.

The context is the realm were managed by the goddesses, and from the throne the goddesses sustained the entire realm, it was a separate time and space, and it was stated that if the power from that goddesses went missing it can cause the entire realm to collide with the other world and destroy it.

Said world were accepted as Low 2-C

Not really, the most straightforward example of proving this would actually be through stabilization. Though seeing as I have no idea what the verse is or anything, naturally it'll fall on the OP to make sure the feat aligns with the rules of stabilization
Edit: My "not really" was in reference to the first line, the second is true ofc depending on disqualifiers and stuff
