You can destroy and damage cells, molecules, atom and so on via extreme levels of Attack Potency, she blew up Pyskos which in turn resulted in it's cells being damaged, and it's not like she's destroying them either so that wouldn't qualify as Regeneration Negation either.
No, since some planetary can't do that either despite being overwhelming stronger than tatsumaki in AP, it just really mean her TK manipulate and destroy on cellular level. According in this site some TK user can manipulate even on atomic level [1]

And that's not what it said, it explicitly stated she's damaging her cells and not because that.

And who was that? Tatsumaki herself is planetary albeit small planetary. And it very clearly isn't a hax either, she isn't directly affecting Pysko's cells, she had to blow her into chunks. And absolutely not, she isn't destroying cells nor anything remotely similar.

Terrible form of citation, that's very context heavy and Tatsumaki damn sure isn't Manipulating matter on an atomic level.

Again, context. Tatsumaki isn't targeting individual cells to attack them, she blew the target up into chunks and some of her cells were damaged in the process, which is blatant AP not hax. This isn't like Naruto's Rasenshuriken that target's cell via microscopic blades of wind that interact with individual cells.

Basically like me giving Goku matter Manipulation and Regeneration Negation because Ki can vaporize shit.

Oof, this is what we like to call a "keep that same energy" moment: An argument is refuted and equated with an argument of equal standings. This forces the person in the "keep that same energy" moment to either recant their statement, or keep that same energy. The alternative to these two options is if they can successfully prove that what's trapping them in said "keep that same energy" moment is a false equivalence.

This concludes Random Definitions with ZoroNotZolo.
