I personally see this as breaking the fourth wall, referencing the fact the player is getting "Dominationed" in game. Better evidence for type 4 would be the fact the BLU classes return after being killed in the meet the team videos.

Both Scout and Medic's immortality stuff here relies on the abilities of others, and wouldn't really be usable on their profiles, and provides alternative explanations other than "respawning". There is an entire comic on how the founders of each company (RED and BLU) prolong their age through technology, have prolonged their fight for 100 years before even the mercs, and classic mercs were in the picture, and they had a brother (Gray Mann) raised by eagles who found a way to preserve not just immortality, but relative youth too.
That was a lot to say that through many means (typically technology, but other more esoteric and/or unconventional), there are various ways for the mercenaries to consistently respawn.
The last comic has a lot of life/death shenanigans. Absolutely buckwild:
- The classic mercs take the device that lets Gray Mann live forever to use (and kill him obviously).
- Australium is confirmed to be in use to prolong the lifespan of the Administrator, and both return one to life, and youth as shown by the Administrator taking the last Australium on Earth.
- Heaven: The Scout dies after a brutal fight against many robots, goes to heaven, meets and has a good time with God, even impressing him. God sends him back, and before doing so says "I wish you were my son." Also after telling the scout he was God's literal gift to women. Also, people can die in heaven? Scout returns. and he's pretty much fine after some patching up.
- Hell: The Medic can just pour blood into people to bring them back to life. Also dies. Unlike the Scout, he goes to Hell. Here we learn that he sold his soul to the Devil to get out of dying the first time, but also surgically attached 8 to himself since they last met. Heavy implication those souls were that of the other Mercs aside, the Medic also tricks the devil again and vaguely gives one away for a pen. Like the Scout, comes back from getting shot twice (and fatally) just fine.
- Also, it's later confirmed he did take all the team's souls. Literally. The remaining classic merc asks how our mercs won despite by almost every account being worse than the original, and Ms. Pauling says "I honestly have no ******* clue." To which medic chimes in and confirms it's because they did not have souls.
This is just from one comic. There's probably much more I could reference for 'respawning' being canon, or that we could find. But it's far from just that.
A joke, at least for the latter- you didn't really give intel on the former so I can't evaluate it. I mostly just see respawning as Resurrection through Team Resources.
We have ingame domination voice lines outright saying that the mercenaries can die several times over. Also, in the shorts, we see the mercenaries (especially BLU) die a bunch of times, yet are completely fine in the next short.
So while they might not be able to “respawn” by themselves per say (with the exception of Medic and Soldier), they can under specific circumstances.

The issue isn't a matter of whether or not the mercs can respawn or resurrect: The issue is that there are numerous avenues/ways for which the mercs can be respawning canonically (the likely culprit being technology imo, all things considered), but whatever the specific reason(s) they commonly respawn or resurrect is left wonderfully vague.
