No need to be stated. It's the fact that RWBY started feeling the effects of dozens of Apathy hidden underneath the estate and were really not that affected until hours of exposure.

It took even multiple head on screams from a large crowd of them to make RWBY immobile.

So uh, as noted by Nico, people really seem to overestimate The Apathy's willpower manipulation. It took multiple head-on screams from a crowd of Apathy to force Ruby to stop moving, and she doesn't even have willpower resistance.

Noise in-character starts with petrification right? As long as he starts petrifying The Apathy it won't matter if they scream, because they will still become a bunch of Rock in the end.

One scream made it hard to fight, two made it hard to move, three made Blake stop caring about life altogether, to the point she's too tired to even bother blinking. Yeah, but as mentioned before as long noise fires his petrification he still wins.due to the fact that The Apathy will be knocked out, even if it ends up sapping out his willpower

Also note that Noise's power mimicry includes giving resistance towards whatever he copies, so if The Apathy screams he could mimicry and become immune to it.
