His conceptual manip isn't for being capable of turning gravity into gravy, but for being able to rewrite/change the meaning of words to turn them into what he wants, with everyone else accepting the changes as a reality. Gravity was just an example to indicate what Tom Sawyer was capable of. Timmy is also able not only to rewrite, but also to write new things to alter reality. In any case, it's not in-character for him to do any of this.
