From what I remember, they can easily destroy houses instead of full fledged buildings, which is 9-A, and they can't get through Eren's boulder, which is also 9-A

I agree, they aren't stronger than Shifters like Eren or Annie. Also, I've noticed that the verse pages are inconsistent about the AP of humans, they have Street level, Street level+ and Wall level. Bertolt also has Wall level Durability while everyone else has Peak Human/Street level (except Mikasa, Street level+).
