Both are trying to steal the famous Pink Panther, the world’s largest natural diamond. It is currently being held in a state-of-the-art vault in the Lugash Palace which itself is protected by a top of the line security system with a well train guard force.
There will be a party healed in the palace to honor the new queen’s birthday which both characters desire to use as their point of entrance.
Each has 2 months to prep and are able to discover that each others are also going for the Diamond.
Victory is decided on whoever is able to obtain the diamond while also remaining undetected. Obtaining the diamond at the cost of being noticed and identified will count as a loss.

Any form of interaction is allowed though they'd probably avoid direct conflict since it would probably get them caught.

Hm. In that case, probably Rouge. She has better enhanced senses (by being able to notice Espio) and access to invisibility. Also, Mine's optional equipment is more directed towards handling situations where she was noticed.
