I may favor Ulquiorra more due to him being badass but there is no way he is gonna beat Onoki with them being around the same speed, so i am giving this battle to Onoki via durability ignoring technique and durability.

Probably Ulquiorra, since he already on onoki Tier even while still in his Resurrección form, and judging by his battle against ichigo then he should be much stronger and faster in his Segunda Etapa form than his normal Resurrección form, also he has regen(why he only listed as Low-level regen...) so as long as onoki don't hit his vital organs then he should be fine.

Lel I didn't notice he has Island level dura despite only being Low 7-B..so yeah onoki take this.

i go with what goku said, ulquirra is powerful but onokis speed is equal to his and he can more or less spam his atomization-beam
