basically unicron's justification does not qualify for NEP2 being a void beyond the mutliverse doesn't grant NEP2 if it was literally every Low 1-C character would've had NEP2
so NEP2 needs to go and be replaced by NEP1

But I do agree, this does not sound like NEP type 2. Sounds more like Type 1

if it is Type 2; the justification needs reworded and some scans would help a lot
