VS Battle Rules Loophole: Eternal Moment Paradox

The idea that it lasts forever was probably just my misunderstanding based on:

It being treated as a "speed amp" (I somehow came to believe that it was like an improved version of Kiritsugu's Time Accel)
Someone saying that it can be used "as much as she wants"
