Why is the death egg robot city level ? He fought classic sonic, who is definitely weaker than modern sonic.

Oh really ? But in SA, sonic needed to be in his super form to beat perfect chaos while in generations he defeated him in base. My point is that in SA he is clearly older than in sonic 2, so he should be weaker.
