Like the weaker fighter can only increase their powers and abilities to a certain extent. Like, someone with a Small Town level can max out to be Country Level when fighting someone that is Large Country Level

That would be NLF territory. According to this wiki's rules, it wouldn't never surpass High 3-A, or even reach it.
