What is considered a "fraction"?

What would be considered a "fraction", in the context of a VS debate? Like, if a universal-tier character says "I only used a fraction of my power to defeat [character]", how do we decide how much destructive force that is, barring more easily quantified feats/statements? Could that fraction be Building level, for instance, or is there some sort of rule/protocol/general consensus regarding how to quantify this that I'm not privy to?

I'm not sure since I'm not to good at this but I think you decide how much destructive force they used with how much they used to defeat [character] though I could be wrong so take my comment with a grain of salt.
