What power is this?

So if a character wipes out life on the surface of the earth by "poisoning the sky with his toxic breath", what power would that be?

Would it be any kind of Weather Manip or just large-scale Poison Manipulation?

IMO that would be Poison Manip, due to it not saying that this was because a weather change. If it said "he changed the weather with his breath, poisoning the heavens" or something like that it might be weather Manipulation. If it is that close you could just say "Possibly Poison Manipulation and/or Weather Manipulation" I'm not sure though.
