AP is not the deciding factor at all times. Especially at such high tiers, their AP is negated by the fact that hax are much more of a deciding factor. Now, normally, Bill gets roflstomped due to possessing no higher-dimensional hax, meaning pretty much everything in his tier eats him alive. In this case, Bobo is not higher dimensional, meaning his abundant hax are actually relevant, thus making it a fair fight since either one can hax the other to victory.
