Why are Chaos, Dark Gaia, and many other characters that fought Super Sonic now Low 2-C?

Super Sonic's power varies all the time, right? So what proves that Chaos, Biolizard, Black Doom etc specifically scale to a Low 2-C Super Sonic? Why are we assuming that Super Sonic (and anybody comparable to him) is on the level of Low 2-C when he fights those characters? The jump from Low 4-C (IIRC) to Low 2-C is really jarring to look at when there isn't enough to justify it.

Okay, but why? He shouldn't be at least Low 2-C when he has demonstrated far weaker levels of power on certain occasions. If not Sonic, then certainly most people he's fought in his Super form, such as Chaos, who can only be assumed to be on that level despite barely having anything to prove it.

What proves Chaos and those bosses are on that level is that they fought someone with a Low 2-C rating.

like how they can be low 4-c and 4-a and even 5-a idk

Just because the Emeralds have done lower feats doesn't mean that this is the full extent of their power, especially since for stuff like the Eclipse Cannon it's pretty obvious that Gerald either couldn't ultilize their full power, or simply didn't need it to be any stronger as the purpose of the eclipse cannon is to combat the Black Arms

Can you specify what are those occasions are? Cuz in my memory, 7 Chaos Emerald are capable of stabilizing a universe, therefore Super Sonic by default would have Low 2-C power at least.
