Why can't Android 13 blow up a planet?

According to the movie Dragon Ball Z: Super Android 13!, Android 13 in his base form stated that his strongest attack S.S. Deadly Bomber has enough power to blow up half of planet Earth. What's with that? Also apparently Trunks' sword can't cut him in his Super form, because his body is made out of adamantine.
