"Why you little" would be a better title tbh.
Okay, they are pretty comparable since both shares the feat but Homer should take this because:
a) He's larger, meaning that he has better range.
b) He's way tougher. Not only having immortality type 2 but outlasting amateur boxers, surviving every kind of harm and being really a tank.
c) Pressure Points. It's out-of-character, but if Homer doesn't want to kill or knock Bart, he could just incapacitate him with this.
Bart is more skilled in H2H, but his opponent here is way more resistant than him and if you add the bounciness of Homer's belly, he'll have less points to attack. Punching the nuts is also a little nuisance. Homer has suffered probably tens of snow hits there with no major issues when he was snowboarding.
So yeah, Homer takes this. But he'll strangle him. That's his do.

They are always comparable since they regularly harm each other. On top of that, this is the best Bart, with martial arts and stuff.

Homer. Both are trained fighters. Bart's a better fighter But homer has better physical power and durability by quite a long shot.
Bart is probably a bit faster
But homer has a better arsenal and more effective one. Both are idiots. But homers a lot luckier than Bart. His best stuff does require a bit of planning at times. Homer typically just has dumb luck.
Plus. Homer is almost always shown if hey got directly in a fight. He would win easily if he gets close. Which nothing stops him from charging Bart if Bart tried any range like his sling shot.
