Would this be valid Win according to our speed equalization rules

We have this set of rules, that prevents slower opponents from exploiting speed equal rules to gain victories over faster opponents via speed amps.
Question: there is Sorcerer named Dabura. He will soon make appearance on site, so I am interested on how his ability would interact with rules.
His natural speed is Hypersonic, but he cam amp himself up to Relativistic+ with his CT. Let's say he is in versus against Garou. All versions of Garou starts of faster than Dabura, so match should be speed equal from the start. Now, if Dabura survives first part of the fight, he would try to amp himself with technique and speed blitz Garou. Would be this victory considered valid?
On one hand, Dabura won through speed blitz.
On the other hand, Garou isn't able to handle relativistic speeds naturally. He would still he at disadvantage against opponents that are that much fast.

What is policy of site towards this case?

Any speed equalized match, in which a major reason a character loses is due to having a disadvantage against some speed value they usually wouldn't have a disadvantage against, may not be added to profiles.

The rule specifies that it can't be added if they lose do to having a disadvantage in speed they wouldn't normally have a disadvantage against. iF Dabura amps to Relativistic+ speeds, Garou wouldn't have had a speed advantage whether speed was equalized or not. So fairly certain that would be an okay match to add.
 
If Dabura blitzes with his CT against someone who's normally relativistic+ or higher then it wouldn't be viable to add as a valid match. If we take one of Garou's lower keys however it would still be valid because he's below Dabura's CT speed normally
