The cosmology isn't 1-A, the Ultimate Ensemble is Low 1-A. Just look at UEG's profile where she is Low 1-A despite the Ultimate Ensemble specifically being mentioned in her Attack Potency reasoning; with Toichiro only being 1-B.

What's 1-A is the guy who sees the cosmology as a dream with Yogiri scaling to him. Though The End is technically stronger it doesn't have sufficient evidence of being a qualitative level above Mitsuki, so it's still just baseline/
