You kinda fight a Phantom Thief - Persona Edition

I don't doubt they have some level of resistance to memory or slight causality stuff. They just don't scale to Joker, and in this case (Q events) just don't have evidence to qualify for the feat. Your example is a good one displaying the level of Makoto's resistance.
I agree that Joker's feat of resisting Maruki puts his level of resistance above the others. Although regarding PQ, assuming Makoto recalls the event, isn't it possible that he was just keeping it to himself? That's what he did when he remembered the events of the dark hour. He never revealed that he retained his memories until Aigis directly spoke to him about it. So perhaps this is a similar case, considering he doesn't show any reaction until Elizabeth talked about it. This might be a stretch, but it would be in character for him.
