After fixing the URLs properly and seeing the 5 scans, seems to be evidence that TioKill is a Charmander sock and I permabanned him as such.
Edit: Ninja'd by Bambu. Also, I also see Email Addresses on the Approval Queue and it usually tells me if they have a shared IP Address and/or Email address as a banned user, but I do not recall TioKill's mentioning anything about GodlyCharmander nor did it mention any "Banned Users" when I was checking the queue.

Thanks @Crabwhale, @Moritzva, @Mr._Bambu and @DarkDragonMedeus for handling the situation. Char/Tiokill has been rightly permabanned. The accusations of other members having known about the alt being used and participating alongside him will be looked over by the HR members.

Wait a minute. @GodlyCharmander seems to have been banned due to his own request, so he could have had his ban lifted anytime he wanted by just asking me or some other staff member about it. As such, I do not think that creating a single alternate account to use in its stead (@TioKill) seems like a permanently bannable offence without any chance of parole.

GodlyCharamander was banned for a year, then during that ban time, he requested to be banned permanently IIRC.
