I will start off by addressing Haku’s speed statements and its apparent contradiction.

Haku’s LS statements are made using a particular grammatical composition of kanjis:
そして白は、その鏡の間を光の速度で移動するこ とが可能なのだ。

Translated generically as:
Haku can move between those mirrors at the speed of light.

This translation while not completely wrong it still leaves behind some grammatical implications

One of those implication is the structure of 光の速度 , normally 光速度 refers to 3 particular nouns that are being unified in a single entity light-swiftness-extent resulting into the idea of “speed of light” as we know it from a scientific prospective.

Each kanji has its own inherent meaning
light or luminous emanation
swiftness as the inherent quality of something that is considered to be In motion (-ness) having velocity as a quality.
it represents the qualitative extents of something, paired with 光速 represents the extent of luminous-swiftness resulting into quantitative estimation.

光の速度 is different, is possessive, implying that light (the subject) IS inherently ,and 度 relates only to 速singularity ,the kanji for swiftness doesn’t have a subject of reference since it represents an inherent quality possessed by the kanji for light, therefore extent () can only relate to the quality of “light-swiftness” , and not scientific one, which would use 3 nouns light-swiftness-extent converging in a singular Idea. 光の速度 would be translated as “the extent of light-swiftness” which leans towards the idea that haku’s normal speed is being refined by the same inherent mechanism that exists within photons.
That is substantiated by the
usage of 光速 in this text:
この、文字通 りの光速移動から繰り出される攻撃を見切ることは不可能。

“There’s no way to anticipate an attack unleashed from literal light-speed movement”
The text suggest the attacks themselves are inherent to light and appear emerging from it.
The text classifies the spatial movement (移動)
As being literal (文字通 り) light and swiftness (光速).
Both those statement imply that haku’s speed, both directly and indirectly surpasses light speed since his attacks emerge out of light-swiftness and are characterised by having the same inherent mechanism found in photons, allowing his non-refined speed to be amped exponentially.

one argument that could be made against this speed scaling is narrative inconsistency.

-Rock lee being affected by Mach-1 speed

-The same Rock lee who Speed blitzed Sasuke, which previously fought and reacted to light speed movements.

Here is where the same kanji comes into play.

音速 refers to his ability to use sound-swiftness and chakra to attack someone.

Dosu specifies that his attacks true nature is vibration, he explains that sound is actually vibration and he uses chakra and omnidirectional sound to strike by converging sound and chakra from the vibration emanated in the battlefield.

That would imply there is no numerical limit, his attacks use vibration and the speed depends on the ninja.

That would upscale Dosu and his team.

One question rises, “if ninja reproduce the same behaviour of some phenomena within their attack how can we estimate their true speed if they are not bound to their natural applications?”

The simplest method is low-balling them to the phenomena they are reproducing and dodging.

The other estimation is different, it relies on a new category that is restricted only to ninjas.

This category is
The high-speed movement
which is a different name for the “shunshin” a speed common to every ninja who possesses genin chakra level.

Shunshin

風と共に現れ、風のように消え 去る忍者の瞬間移動術。その超 速移動を肉眼で捕えるのは不可 能に近く、常人から見ればあた かも術者がワープしたかのように映る・・・。実際はチャクラで肉 体を活性化しての高速移動で、 移動する地点への距離の遠近や 高低差などによって、消費され るチャクラの量は増減する。

the first sentence sets the speed scale of such bodily activation.

瞬 means blink (the action as a whole)
間 means in-betweenness (space or time)

Together they convey the in-between moment of completion within blinking or more abstractly a in-betweenness within the moment of completion.

The 3rd sentence doesn’t not refer to the nature of the technique, but how it is perceived from the prospective of a normal person, the text itself clarified how the instantaneous movement technique is not spatial translocation, but a high-speed movement

It categorises an instantaneous movement within space with “High-speed”.

The clarification exists due to the prospective of normal people which can only deduce spatial translocation.

so 瞬間移動 is not interpreted as instantaneous movement from one point to another (teleportation), but it all comes down to a movement within space that is instantaneous.

one important premise to take in mind is that, I do not possess the ability to translate Raws from my own personal knowledge, so I will be using AI in order to translate some panels, trying to critically cover the whole conceptual roots depicted by kanjis, without leaning towards a specific precluded interpretation or context (that’s not supported by the manga)

No, I’m saying that the bare minimum for his speed is the same phenomena the prices is found into, but he uses that process on the shunshin making it even faster
