The current one is "Overlord shouldn't scale because Tangle can harm him... so let's scale him far above Tangle anyway to a point where she realistically shouldn't be able to harm him, even though we're using the fact that she harmed him as the reason to stop him from scaling higher than that."
The former at least follows a logical chain "A = B because of C" the latter doesn't, it's basically "A < B because of C, so let's arbitrarily make A much greater than B while still using C as evidence that A isn't greater than B" you're simultaneously treating Tangle harming Overlord as valid evidence when it limits his scaling and invalid evidence when it doesn't, if the feat matters, then it has to be considered consistently, if it doesn't matter because of outliers, anti-feats, plot, or whatever reason, then it can't be used to cap his scaling in the first place, so we either scale him bellow Super Neo due to base chars harming him, or we scale to him to what circunstances shown he should be and treat the fight as an outlier (btw didn't we do just that back when IDW was a separated canon? The base cast was 8-A while Overlord was 5-B/5-A... I don't see how things are different now)
