Well, that's a tricky question. She is a lot faster than Bowser from the speed feats listed on his profile, but I know some much faster ones that I probably can't use here.

She's definitely faster than Bowser, but he'd probably have more endurance to her attacks, compared to the way the two are built.

By the speeds on their profiles, she should be well over thousands of times faster than Bowser with the hax to put him down. So I suppose I'm going for her.

Sure, she's got hax. Bowser's got-Oh, wait. Water puts out fire. Crud.

But here's something to think on, Bowse'rs got a shell, and armor-like scales. Neptune's wearing a BODYSUIT. If Neptune's speeding towards him at the speed of light, what's stopping him from turning around, so she faces his shell (ouch), or landing a punch right there (double ouch). A bodysuit is NOT enough to hold up against a punch from Bowser, and it would definitely knock her breath and more out.

It's pretty self-explanatory what would happen to Neptune's hands if he turns around so that she faces his shell.

Besides, Neptune isn't flash stepping all over the place Dragon Ball style, right?

Speed needs to be equalised, otherwise Bowser gets blitzed.

Wouldn't that happen with something like Dreamy Bowser? It's essentially his dream mode, so I suppose that'd work. And, Bowser could increaze his power in size using multiple transformation of his to at least catch up with her.

Bowser wouldn't have time to turn around, and Neptune isn't going to fight physically when she can just remove his Star Seed?

If this fight had Bowser even able to produce a single thought towards her direction, he would oneshot her. That's not the case, though. She will remove his essence and his being before he can produce a single thought because she is over tens of quintillions of times faster than light in base form, and Bowser's best scaling on this wiki puts him at only hundreds of quadrillions of times faster than light.

Bowser doesn't go by the rules of Sailor Moon's universe, therefore he doesn't have a Star Seed, making that move useless.

Star Seeds are just the concept of life. She will just remove the concept of life from him. Basically what I'm getting at. Nonetheless, you didn't refute her being able to manipulate all aspects of one's being. So neither things have been refuted.

Oh. He does have a few seconds before he fades away, so what's stopping him from spitting himself (Dreamy Bowser) and going a quick attack from all sides, making her drop his Star Seed?
