Delsin blasted the enormous doors off their hinges with an enormous boulder as he marched into the sanctuary. Wong raced down the stairs to confront him. "Who are you? Why are you here?" Delsin gave him a smug grin. "I heard that a powerfull guy with crazy powers lives here. I was passing through town and thought I'd borrow his powers while I was here." Wong summoned a shield as Doctor Strange floated down the steps. "Magic isn't a toy. I'm not going to teach lessons to every guy who goes bashing down my door." Strange replied. Delsin rolled his eyes. "Here's the thing. I'm not asking permission." The Bio-terrorist blasted Wong with a stream of concrete, entombing him, before getting sent flying out across the street and into a nearby video store by Strange. Delsin got to his feet, draining the power out of a nearby TV on his way out to face the wizard. "Man, your powers are awesome! I'm going to have a great time testing them out on the DUPs."

Alright so, projectile Macro Quantery isn't going to work that well when Strange has several means to block, though I guess it could take out his shields with a good hit. Meanwhile, Strange will have a bit of trouble hitting him with attacks and dealing lasting damage considering Low-Mid.

But, Delsin can't really do much if he's not careful and ends up going right into a portal Strange just put infront of him so

Yeah Strange seems to have more solid means of victory

Strange has literally never used time stop, if memory serves.

Not sure. Likely not. That said Strange doesn't use time stop till later on against the troops.

I'd argue that he only used it because he figured someone who works for Thanos would be just as much as a threat as Kael's group. But at the same time, he'd probably just BFR Delsin.
