Alright, I'm voting for The Masked Man since he starts off with the intense bolt of lightning. Which was able to knock out 3 members in Lucas' team at the same time. He as well has been capable of using PK Love which would keep Genos busy and can possibly damage his core. So The Masked Man has my vote.

Masked Man, AP is considerably higher (While Genos' 7-C feat is casually defeating a Low 7-C being, Masked Man's is casually one shotting three 7-C guys at the same time), PK Love could also be a problem to Genos not only due to the AP difference but also due to the fact that (Just like DaPigP said) it could hit Genos' core, and also there's Masked Man's intelligence, even though he is brainwashed we could easily say he's pretty good as a strategist and as a army leader.

I won't say this is a stomp, but Masked Man wins like 8 or 9/10 times.
