How is Lucifer able to distort time when time is supposedly dead?

When Lucifer uses Root of Evil, it explicitly states that he uses the power of darkness to distort time. Yet, just before the fight with him, he states that time is dead. Why is it that he's able to do such a thing? I understand that demons are able to create their own space-time continuum, but it never states that he creates one during the fight simply to manipulate it.
