Hard to say, there is that one conservative speed scaling, if we used that for ap, they could maybe reach 4-A or at least 4-B+, though i was sure there was some other feats below universal, wasn't there some galaxy stuff too?

Manga dbs would probably be tier 3 because of earth moro, idk who scales to his self destruction though

Scaling up from cells feat and using only multipliers, they are 8.2x10^64 joules which is very high into multi solar system level. Using feats that aren't universal they'd be galaxy level I think scaling to zamasu and moro.
