I have a question about what the title says.

If a character A has, let's say, layered mind manipulation, and Character B resists said ability, would character B have 1 or 2 Layered resistance to Mind Manipulation? How does that work at all?

Resistance layer count matches the hax layers they resisted.
So if you resist baseline mind manip you get baseline resistance (0 layers)
If you resist 4 layer mind manip you get 4 layer resistance.

Hax layers go up by 1 when they bypass resistance.
So if you bypass baseline resistance you get 1 layer.
If you bypass resistance with 4 layers your hax has 5 layers.
