It is not passive but it's responsive and once Kumagawa makes a action GER will undo

Yes, but not passive. GER is automatic for Giorno, Zero Reset is not though. GER still has to think.

Anyway, Diavolo's Time Skip is literally just a better version of what Kumagawa has. I don't see what Kumagawa's personalized version not affecting Giorno with it mattering to GER.
When this match was done in the past, it was never a matter of GER being able to revert AF, it was a matter of AF being able to allow Kumagawa to escape the death loop.
