There many staffs would ask about context, to determine if it is a right or wrong ability,
For example:
Wanda can make sinking a city in the sea and turning it into a sea city

You know it's manipulate water as you know context, but another person don't know about context, and he think this is reality warping

that doesn’t imply reality warping at all, and context doesn’t change the fact that that doesn’t imply reality warping

mean try to explain it, like this:

The panels themselves say what the character did, anything that the panels don’t say I’m obviously not going to propose since then I’d just be making stuff up, and anything that the panels do say is said in the panels so there’s no reason for me to restate it
