If he works like I think he does and just thinks to use cheats I'd recomend a Project Horizons character for that fight, they have the hax to make it somewhat more fair.
 
cheats are saying-based. out loud or in his brain. he doesn't have any hax to instantly win anyways, only has mindhax and doesn't lead with it
 
The mind hax has isn't the biggest problem. Really it's what he can do with the cheats (like spawning a Rhino), and his immortality put him in a grey area where he either stomps most of the cast, likely goes inconclusive with Blackjacks most comparable form, or he gets stomped by Boocord. At least in a speed equalized setting.

Yeah if you have a character with no insta/thought-based win button it would be pretty cool

I'll be adding much more abilities at him but probably gonna make seperate key for that because i dont want him to be too haxxy
 
For Alle at least the fairest fight from FoE is Blackjack. I say fairest, her Fate Manipulation is kinda bullshit. She's fated to never periminately die to start but notably, it made Discord lose a fight he really shouldn't have/brought a future he didn't see coming, and she made Resurrected Legate talk no jutsu his type 8 away as he was stomping her, when all possible timelines pointed to him killing her then and there for good. She had to "ante up" being a mom both times however as a cost, with the latter being for good.
 
The problem with it is that she has to give up something of equally extreme value. Also while she may not perminately die, her last "respawn" took 4 years to complete.
 
When you wanna make a match but then you realize all of your characters are smurfwalkers...
 
Yeah, I made nearly everyone in 2099: Rebooted have hax the same level as their tier with Genshi abilities being HIGH 1-B and Resistances being 2-A to High 1-B
