If a fictional character stops a large meteor from space dead in it's tracks and blasts it apart is it always the case that said fictional character matched and/or surpassed the meteor's kinetic energy?

If they stop it in a second or less then yes. They do scale to the Meteor's Kinetic Energy, they have to overcome the KE to stop it completely.
If they take more than a second you have to divided the energy by the timeframe to find the character's value.
Shattering the meteor doesn't mean you scale to its KE though, since it's possible the fragments will keep flying forward and still have that energy.
You have to stop it's movements in order to scale to the KE value.
