Mewtwo gets time reversal because at the end of the first Pokemon Movie, no one (including those aside from our favorite Pokemon protagonists) remembers all the stuff at Mewtwo Island. We say it's Time Reversal instead of Memory Manipulation on Ash and the crew because no one else acknowledges the global storms Mewtwo whipped up. I don't know if this is just a continuity error or if it's combat applicable. Oh, and his precog is better than Dante's. All we can say for sure about Dante's is that it tells him when danger from an unexpected direction approaches, Mewtwo's is more specific.
Anyways, this is really, really close. Mewtwo can use Disable (but it can work on only one ability at a time and I don't know if it would work on weaponry), Recover to heal, petrification (unless it's by projectile, in which case Dante could reflect it), and has precog. But Dante has an overall versatility advantage, more skill, enough weapons to use should anything be shut down, and Gilgamesh to shut down normal regen. Also, mind hax likely won't work because Dante survived multiple encounters with Nightmare, who can BFR people to a nightmarish (pun!) realm where your negative emotions can manifest themselves as entities/bosses that gave Dante a hard time earlier in the game (as in, more High 6-A guys). I think Dante's superior mobilty, versatilty, time hax, and skills would give him a hard-fought win.
