Add Shapeshifting to his base abilities. In the first episode of the series, before he even ate power berries or knew what they were, he turned his body into a bouncing ball.
In this scene, he gets out of the Lemon Rocket submarine while underwater and is completely fine. This should count as underwater breathing
"True Flight" via flight berry. All of Pac Man's berries allow him to fly, so this can probably be removed
