No, everioment matter, as for example Kyogre can dodge attacks by just submerging.

Also just look at their fight in the anime, where Kyogre was unable to pretty much land a single solid hit the whole time, or the Mega Evolution Special fight, where Groudon was noping Kyogre's entire arsenal with his heat

"endless clashes" meant that, even if Groudon somehow managed to often win, none of those victories were enough to kill or permanently take out Kyogre.
