Princess Celestia AP revision

I know her AP has just been revised, but I think it's been revised too much. the low end-high end difference of Star level is only 2.33x, and she can raise/lower the sun effortlessly. Not to mention, she does have 4-B feats, but I know that's no longer acceptable for some reason. I think if you can easily be at most 2.33x weaker than High-4-C, and have 4-B feats, it warrants an "At Least 4-C" rating.

Tier 4 is still being revised as the people who proposed the new rules are unsderstandbly busy (I think they're gonna go through in Summer). I think we should wait til then to decide who becomes High 4-C.

That said, I think full power Tirek would be High 4-C nonetheless.

Basically what Dark said. 99% sure Tirek and Rainbow Power remain High 4-C even if nothing else does.
