Aight this is rather simple, Reid currently has Reactive Evolution on his profile for the following reason:
The first linked feat above doesn't actually qualify for it in any way, all Reid did was develop a more optimal technique for walking or taking long strides that made him faster. This, obviously, does not qualify for either of the main identifiers of reactive evolution, namely "Gaining new powers" or "Gaining new resistances".
Reid could already walk before, thus nothing new was gained, just improved walking which directly calls to the page saying:
No evolution takes place, they don't gain new abilities or resistances, they are just better handling subsequent attacks due to having experience it once.
It's kind of like additional fluff that is basically trying to upscale Reid to having reactive evolution based on him being better than feats from Elsa & Ley that do not even qualify for reactive evolution to the point they don't even have that ability listed on their profiles.
In short, nothing listed on his justification qualifies for Reactive Evolution

Long story short non of this qualifies for Reactive Evolution at all, which is as follows:
- Reactive Evolution (By merely stepping forth with the thought of performing an action, he can readily invent and realize a new style of doing so, such as inventing an optimal gait for a situation. The same technique never works twice on the likes of Elsa and Ley, who are unfathomably inferior to Reid)
Reactive Evolution is the ability to, in response to threats and adverse situations, evolve in ways the user previously lacked. This allowing them to be better capable of dealing with said issues faced, and this evolution can come in the following ways:
Developing new powers or abilities
Developing new resistances
Developing greater statistics. However, if this is the only way in which they "evolve", then Accelerated Development should be given instead to avoid redundancy.

The second feat in the justification isn't performed by Reid and frankly shouldn't even be in his explanation for Reactive Evolution because it clearly doesn't qualify and neither Elsa nor Ley, who are the relevant sources of this feat, even have reactive evolution on their profiles for it to begin with.This ability is also similar to Adaptation, but with the powers & resistances gained being more varied and extreme, rather than simply adapting to better utilize one's resources to survive environments or having only occasionally grown new abilities or resistances
