(Wew Necro) No, I wouldn't say so because of a few reasons:

She's Undead, some undead cannot be killed by death manipulation as they're already dead, though this is headcanon/guesswork, so take it as you please.

Her Regenerationn would most likely negate the death manipulation, Low-Godly. I believe you need Void Manipulation / Existence erasure to kill Low-Godly regenerators.

Her fate manipulation could negate the effects of Death Manipulation.
 
Judging by their statistics, it's quite difficult to determine if Remilia's Manipulation of Fate is going to affect the overall result, as the ability isn't fully specified. From what I'm assuming, Remi only used it to see the future and change the fate for others similar to precognition, which maybe the reason how she was able to defeat Sakuya and turn her into her servant. But we should get a better idea how the battle will turn out before their fate is determined.

The Scarlet Devil has a couple of counters against Kefka:

• Witching Mist and her parasol may protect her from the Light Of Judgement, which is a destructive ray of light. The dense mist is composed of miniscule, highly-dense jewels that bend light more than ordinary water droplets and can absorb light. Her parasol alone might protect her from it.

•She's an undead, so Heartless Angel may not have an effect on her. Zombie (status) afflicted characters in the FF series is a negative status alignment, which reduces the character's HP to 0. Heartless Angel only reduces it to 1. (http://finalfantasy.wikia.com/wiki/Zombie_(status))

•Resistance to Mind Manipulation, so spells like Confuse and his illusions won't have an effect.

•Chain Gang and Miserable Fate may chase Kefka down, as it is connected to her Fate Manipulation.

•Kefka lack regen (despite becoming a god) and things like Heart Break can finish him off. Although, he did survived being impaled by Celes.

•Kefka has limited Hand-to-Hand combat.

The Omnicidal Harlequin may have some hope (as contradictory as that might sound ):

•Forsaken (One of Kefka's most powerful attacks) acts as a powerful, non-elemental magic attack with large AoE that cannot be blocked and is even more powerful than Ultima.

•Heartless Angel may have an affect on her, despite being part of the undead; neither combatants have infinite stamina. Moves like Millennium Vampire, which she surrounds herself in a magical red aura that allows her to sap away at her opponent's lifeforce with every blow and replenishing her own made me believe that she requires vitality to function. Kefka will always use this move first and it'll ignore durability. Hyperdrive ignores all defenses and resistances and is unblockable. In addition, it inflicts Sap, which rapidly drain the target of all of their vitality.

•Trine causes blindness and silence, rendering sight-reliant foes unable to fight properly.

•Dimensional BFR (Banish) He sends his target to a different dimension, removing them from combat.

•Vengeance may neutralize Witching Mist, as it eliminates an opponent's buff. This might give Kefka an opening to use the Light Of Judgement.

Power Absorption - he absorbed the Warring Triad and might affect Remi.

List of immunities - Immune to Sap, Death, Libra (Scan), etc

Both combatants are overconfident and do have a fair share of weaknesses. Remilia being burnt when exposed to sunlight and Kefka genuinely being insane may effect the tides of battle. Both are also intelligent, as Remilia have amass knowledge and wisdom over 500 years. Kefka is manipulative and has experience as a military general.
