I am pretty sure that it actually not reducing the stats of Rayquaza is straight up headcanon and shouldn't be in the profile.

Maybe it's shown in the anime or manga? There are Pokémon that can spam Hyper Beam and Explosiok despite their drawbacks in those. Maybe Ray's the same, especially given he spams Hyper Beam without the recharge turn c
