Since Pac-Man IS under the category of "Super Smash Bros.", would some of his abilities in that game be acceptable to be added in?

We add the Smash Bros. category on any characters that showed up in Smash. So, no.

We have no reasons to. Pacman has an entire series to develop his moveset.
Rule of Thumb; A character should only really have a Smash profile if their Smash versions would have more stuff than their original versions. Which isn't the case for Pacman.
