Gonna give it to V here due to having superior AP (9-A with all his weapons) and Durability (Small building level) while Spike's AP is only 9-A with his explosive and grenades (which I assume he has a finite amount of) and wall level durability

Actaully, the Small Building AP comes from gernades and such. His striking strength is only Street.

Actually the 9-C comes from when he has no weapons and is fighting with just his fists. 9-A is with his standard equipment which means his knives and other equipment

Srsly? You thing giving a steet tier a rapier and knives makes him Small Building?

It doesn't. Giving him explosives makes him Small Building. But he has a limited number of those just like Spike does.
