i dont think we should say it that way. perhaps just a higher would be enough as we cannot confirm how much it surpasses it's base.
 
I'm not sure if Gigantamax should be treated like a trigger/mutation for higher power or if the SwSh legendaries should scale to 4-B for causing a 4-B Melmetal to grow stronger.

It would, but it shouldn't be used as a point of scaling since it's only 4-B because of its fight with Gladion's Silvally.

Using anime for scaling is a really bad idea, since in the same context about everyone and their mother can hurt Silvally

Second, Melmetal isn't even a legendary pokemon, so it scaling makes about as much sense as scaling Pikachu to it
