This is not the same as "the strongest", this refers to characters a few points away from the next tier. So close they might as well be.

No, in the case of High 1-A it isn't just about being powerful, its about perspective. Both meet the minimum power requirements to technically be considered for High 1-A, but there are beings more powerful then Nyar (who also aren't High 1-A) so he is actually much farther from High 1-A then Hajun is. Context, not just power, is about being High 1-A.

like, once you reach the level of power that both Hajun and Nyar have, its about the number of limitations more then it is about power. Everyone of those none High 1-A beings who are more powerful then Nyar put him further from High 1-A. Hajun has only a small handful of limitations, Nyar has far more, therefore Hajun is closer

We don't have a real calc for her, she grows in power for every new timeline and reached baseline 5-B in the fourth, she went from tier 7 to tier 5 in 3-4 timelines and there are at least 100. That value is a lowball as it assumes a power growth of 2× between timeline, which is obviously way lower than the real one.

Tl;dr she is treated as if she is 1 joule less than 5-A

Technically, all outer gods are equal in power, Nyar is the "weakest" in that he has least authority.
