Essentially this is their fight in Volume 3, except there's no one there to interrupt it and there's no one close enough for them to risk harming so they can go all out while remaining in-character.
Maiden Shenanigans are obviously restricted for this.

Winter matched a drunk, no scythe Qrow despite seemingly going all out

If Qrow pulled out the scythe he'd probably win, albeit barely

So yeah, Qrow wins like his frist fight against her he was holding back and drunk
 
From a fighting style perspective Qrow has an advantage. Qrow with his sword uses a solid strength-based style with a large blade, whereas Winter uses a precision-based style with a rapier. The precision struggles against the defense of the strength style, while also struggling against the attacks of the blade as well. His scythe form would likely use more wide sweeping moves which would be less effective against the rapier, but he can switch between both forms and choose the more optimal one.

Qrow already nearly (barely) won in canon without his scythe, he's certainly winning if he as it
I have to ask, what makes people so sure his scythe makes him better here, given that the writers said he only used the sword against Tyrian because it was better suited than the scythe, and the same applies here when fighting Winter?

Qrow is implied to primarily a scythe user, as it's seen in several serious fights as well as a few flashbacks, and even if that wasn't the case and there's no proof that Qrow's scythe skills are better, Qrow was literally in the middle of switching to scythe mode in his fight with Winter before they were forced to stop fighting.

True. Of course that doesn't mean it's better against her, although it does imply that he was going to use both forms, which most definitely is an advantage. The two forms necessitate different fighting styles, and it's hard to fight someone who keeps changing their weapon and combat style.

not to mention Qrow has a War Scythe and Tonfa variant that he rarely uses but could in this fight, especially since Winter's versatility is dead in the water unless she makes summons
 
Voting for Qrow as well.

Winter's advantages are her versatility with her semblance and dust. A problem with this is not all of Winter's kit is useful here, nor is it in character for her. Time Dilation, while useful, is something Winter has never been shown to use at all. It's not going to be a factor here.

Qrow's advantages are superior skill, stats, transformation, and his semblance. Qrow rather clearly showed that he was superior to Winter in all stats. He casually avoided her strikes while purposefully fighting in her own style, which he is unfamiliar with. And we're even shown Winter being taken aback by his power during their battle.

Her smaller summons are worthless here, and her big ones don't provide any advantage Qrow cannot deal with. Bigger summons also take more time to bring out, which could leave her open to attacks. Which is why when we see her summon multiple things at once, they're small like tiny Nevermore.

With Qrow's semblance screwing her over in unexpected ways as well, I don't see him losing to Winter. He already showed off how much better he was than her in canon.

I actually don't believe V3 Winter should be scaling to Qrow in fact, but that's for a different thread.
