Dunno what Tailman's AP is, but Rizka has the advantage, plus actual quantifiable LS. Tailman has better stamina and range, but Rizka is smarter in combat.

Leaning towards Rizka, but will wait for more input before giving a final vote
 
I'd say that Rizka would be able to take this mid difficulty considering she could just pin Ojiro's tail to the ground.
