Hmm, Although Eli does appear to have stronger weapons, one of which is stronger than Fox's durability; Fox outclasses him in nearly every other category. He's physically stronger, Wall Class vs Street Class, he appears to be faster Supersonic vs Subsonic, more durable Building level vs Wall level and significantly smarter.

Fox takes this relatively easy for those reasons.
