My blog, which puts Piccolo's strongest attack at low 6-B, has been generally accepted.

As we speak, there is an attempt to upgrade speed too, but that is not to be done yet.

So, by this calc, I think the following should be upgraded

Tenshinhan, to high 6-C as he could keep up with Goku somewhat but in the end was much weaker

This will be Piccolo's peak in power for the arc

Goku would be Small Island Level+, as he was unharmed by it and had a good advantage over Piccolo throughout the fight

Annin too would be upgraded
