Characters who are low 7-C become high 7-C+, and characters who are 7-C become baseline low 7-B because nothing about the scaling or upscaling changes. The 'possibly high 6-A' rating remains, where applicable.

Wouldn't the KE of moving water faster than an infinite speed character could react to warrant something higher than Large town level+?

Or is it standard for this site to have calcs like this to pretend that infinite reaction speed characters have superhuman reaction speed?

Also, I would like to know the name of the manga and the chapter this feat occurs in. I'd like to read more about it.

Not how it works here. You can use only the speed shown in the feat, not from scalings, otherwise it's no different from calc stacking.
